The story takes place in a futuristic Los Angeles, years after global warming has created a new ice age. Most survivors live under the ice and are ruled by a dictator who exiles some citizens to the harsh environment outdoors. His cruel actions cause one of the exiles to lead a revolution.

When his attempts to reconnect are thwarted, Sheen engages the services of Brad Pitt, George Clooney, Robert DeNiro, Tom Cruise and seven other celebrities to implement a plot to kidnap the pop sensation at an upcoming concert at the Riviera Hotel & Casino in Las Vegas. The resulting antics are, in a word, Winning!
