A depressed middle-aged man is a volunteer police officer living in the shadow of his mother, a highly decorated retired officer. When she dies, her continued influence forces him to become a real police officer, which is something he never wanted to be.

A disgraced detective is sent to Victory, Missouri, where violent crime is skyrocketing. He's partnered with another detective who was demoted for brutalizing a suspect. When police officers start showing up dead, they get to work on finding the person responsible for declaring open season on Victory's police department.
