The agents take the untrained kids and wire them up and put them into incredibly dangerous sting operations to catch big fish. Law enforcement seems indifferent about their kid snitches, and kept using the kids over and over again under the threat they would otherwise be sent to prison. When the dealers learn the kids are working for agents they are tortured, beaten. After the fact, the cops circle the wagons and sometimes paint the murder victims as incorrigible druggies as their outraged families sue.
